I may also draw attention to the fact that the

frequent fluctuations in exchange are a most serious

abstruction to legitimate trade in limiting demand for

imports to a hand-to-mouth inquiry, in evidence of which

fact I may point to the condition of the godowns all over

the Colony, vide Chairman's speech at the recent annual

meeting of the shareholders in the Hong Kong and Kowloon

Wharf and Godown Co.,

Im conclusion, I am not aware of a single interest

in the Colony that can really be said to benefit by a

fluctuating silver standard.
